Higher Education Asset Preservation and Replacement 

$200 million in state funding

Fund more than 100 projects in at least 75 buildings across Minnesota. With a $6 billion backlog in repairs, $200 million a year would be required just to keep the backlog from growing. In research spaces, the lack of investment costs Minnesota dearly in federal reimbursements–between $80 and $90 million a year when compared to peers who have invested. HEAPR projects include:

  • Heating plant and campus infrastructure in Crookston
  • Library Annex HVAC and code renewal in Duluth
  • Multi-Ethnic Resource Center code & life safety in Morris
  • Food Science & Nutrition in St. Paul
  • Washington Avenue Bridge safety in Minneapolis
