With only a few days remaining in the 2021 legislative session, it is unlikely that the Minnesota Legislature will finish its work by Monday. Governor Walz and legislative leaders are continuing to negotiate a final budget agreement. The key items of debate are the amount of funding each budget area should receive; police reform and accountability; Governor Walz’s emergency powers; and how the state should spend the $2.8 billion in federal funding from the American Rescue Plan Act.

After the legislature adjourns the regular special session by Monday at midnight, the governor will have to call a special session in order for the legislature to pass the state’s FY22-23 budget by June 30. In order to extend his emergency powers for another 30 days, Governor Walz will need to call a special session on or before June 14.
