The University of Minnesota is requesting state funding for three capital investment projects, approved by the Board of Regents, during the 2026 Minnesota legislative session. These building and infrastructure projects are critical to prepare students for today's workforce needs, support research that fuels our state's economy, and serve local communities across Minnesota, all while being responsible stewards of resources.

Higher Education Asset Preservation and Replacement (HEAPR)
$100 million requested in state funding
HEAPR was created by the Minnesota Legislature in 1994 as a separate category of state capital investment appropriations to preserve and replace existing higher education facilities and recognize the uniqueness of the buildings and properties owned by the University of Minnesota. Unpredictable state HEAPR investment has left nearly one-third of the University’s facilities across Minnesota in poor or critical condition.
This HEAPR request would fund 50 projects in 45 buildings across Minnesota to to address building accessibility needs, fire protection systems, leaky roofs and windows, asbestos abatement and other core maintenance issues that must be corrected to provide safe and usable spaces.

St. Paul Campus Center
$84 million requested in state funding
The new St. Paul Campus Center will be a highly visible and welcoming destination that supports the daily needs of students, faculty, and staff and reflects the vitality, mission, and experience of St. Paul to all visitors to campus. It will combine new meeting and events spaces, teaching and learning areas, and retail and indoor and outdoor social spaces with student health services and a new St. Paul campus library.
This project is part of a larger revitalization effort on the Saint Paul campus, home to a variety of academic programs including agriculture, food science, natural resources and human development. This integration of multiple facilities and functions will enable campus-wide building efficiencies and create a dynamic space that fosters student success.

Dentistry Clinical Renovation
$100 million requested in state funding
The University of Minnesota is home to the state's only dental school, training more than 70% of the state's dentists and more than two-thirds of the state’s dental hygienists and therapists, and caring for more than 90,000 dental patients each year.
This renovation will comprehensively renovate several floors of Moos Tower used for clinical education and training space to advance the training of dentistry students, better serve patients and operate more efficiently. This project will strengthen the University of Minnesota's recruitment and retention of dental students, as most other Big 10 schools have built state-of-the-art dental teaching and practice facilities within the past decade.

Our Capital Planning Process
The University of Minnesota’s Six-Year Capital Improvements Plan establishes the University's capital requests to be submitted to the state for consideration; sets priorities and direction for continued capital project and academic physical planning efforts; identifies the impact of additional University debt; assigns responsibility for capital fundraising; and forecasts additional building operational costs. The plan is updated on an annual basis, and approved by the Board of Regents.
