The 2020 bonding bill, passed during the 5th Special Session, provided more than $75 million for University of Minnesota capital investment projects, including:
- $38.5 million for Higher Education Asset Preservation and Replacement (HEAPR)
- $29.2 million for the Child Development Building Replacement
- $4.4 million for the A.B. Anderson Hall Renovation
- $3.3 million for the Chemistry Undergraduate Teaching Laboratory
The legislation also provides the University with authority to refinance existing debt and use the savings to support the design, site acquisition, and preconstruction of a clinical research facility on the Twin Cities campus.

Higher Education Asset Preservation and Replacement
$200 million in state funding
Preserve and renew the U of M’s existing infrastructure to better serve students, maximize its useful life, and ensure the health, safety, and well-being of building users. The U of M allocates HEAPR funding systemwide in four categories: health, safety, and accessibility; building systems; utility infrastructure and energy efficiency.
Child Development Building Replacement
$29.2 million in state funding
$14.6 million invested by the University
$43.8 million project total
Renovate the Child Development Building, built in 1913 on the Twin Cities campus, demolish the 1967 addition, and construct a new 30,000+ square foot addition, creating a 21st century childhood development research and training hub for more than 500 students. The U of M's developmental psychology program is ranked #1 in the nation.
A.B. Anderson Hall Renovation
$4.4 million in state funding
$2.2 million invested by the University
$6.6 million project total
Modernize 36,000 square feet of teaching space for more than 4,500 students on the Duluth campus studying communication, philosophy, history, and art. Updates to mechanical and life safety systems will address recent closures due to extreme temperatures.
Chemistry Undergraduate Teaching Laboratory
$65.6 million in state funding
$32.8 million invested by the University
$98.4 million project total
Create a 101,600 square foot modern teaching laboratory on the Twin Cities campus to support more than 3,300 undergraduate students. The building’s 18 active learning laboratories will provide space for collaboration, lab prep, and academic support. U of M Twin Cities' undergraduate chemistry lab enrollment is projected to increase more than 14% from 2018 to 2020.
Clinical Research Facility - Design
$18 million in state funding
$9 million invested by the University
$27 million project total
Design a new patient and participant friendly clinical research facility on the Twin Cities campus to improve access to advanced treatments and state-of-the-art care for patients and their families. The U of M cares for more than 1 million people annually—from every county in Minnesota.
